Forensic Community Learning Disability Team

The Forensic Community Learning Disability Team is set up to help individuals with a learning disability who have committed an offence or who display offending behaviours (but haven't had a conviction).

The team provides a forensic assessment, treatment and rehabilitation service in the community.  The service is delivered in a community setting to provide assessment and rehabilitation avoiding hospital admissions and increasing the sustainability of community placements for this client group. 

The team works to develop life skills and aid the rehabilitation of individuals through a range of therapeutic treatments, both on a group and one-to-one basis.  

These include: 

  • positive behaviour support and functional behaviour assessment

  • sex offender treatment programmes
  • anger management courses
  • social reasoning and decision making skills
  • fire setting treatment programmes
  • support for probation officers to work with offenders with a learning disability. 


The team is made up of a wide range of healthcare specialists, all working together to help people with a learning disability. 

There are specialists in psychology, psychiatry, occupational therapy, speech and language therapy, as well as nurses, healthcare support workers, social workers and administrators.

People can be referred in a number of ways: 


  • Via healthcare teams

- community teams for people with learning disabilities

- intensive support teams

  • Adult social services (for repatriation cases) 
  • Commissioners (CCG / CHC)
  • The Courts / Prison
  • Police
  • National Offender Management Service (NOMS)
  • Multi-Agency Public Protection Arrangements (MAPPA)
